The manager shall determine upon what streets or highways angle parking shall be permitted and shall mark or sign such streets. Angle parking shall not be indicated or permitted any place where passing traffic would thereby be caused or required to drive to the left side of the roadway or where angle parking would create a hazard to passing traffic.
