A candidate or 10 qualified voters who voted in that election may contest election of any person or the approval or rejection of any question or proposition upon one or both of the following grounds:

A. Misconduct, fraud, or corruption on the part of an election official sufficient to change the result of the election;

B. Any corrupt practice as defined by law sufficient to change the results of the election.

The notice of election contest shall be submitted, in writing, to the borough clerk before 5:00 p.m. on the day of the certification of the election. The notice of contest shall specify the election being contested, the grounds of the contest, and shall bear the notarized signatures of the candidate or qualified voters bringing the contest. The notice shall be in substantially the following form:

NOTICE OF ELECTION CONTEST

(I)(we), the undersigned, believe(s) that the following prohibited practices occurred at the election held on ___(date)___. (I)(We) also hereby state that the violation was committed by the following person(s):
