Sub-base shall contain no muck, frozen materials, roots, sod or other deleterious matter. The Haines Borough will conduct an inspection prior to grading C or D1 application of the sub-base on Category I and II roads. The Category III road’s sub-base will adhere to specifications called out in the project specific design described in HMC 12.08.140(B).
