A. It shall be unlawful for any person to deposit upon any borough street or alley, including any sidewalk, any rubbish, trash, wood, oil drums, garbage cans, merchandise, signs, advertisements, or other articles. Notwithstanding the foregoing, vehicles may be parked on the public streets exclusive of the reserved areas between the street and alley boundaries and the curb lines, providing such parking is not otherwise prohibited.

B. The prohibitions contained in subsection (A) of this section shall not apply to any person who has obtained from the manager permission in writing for such an obstruction. Such permission shall not be granted by the manager for a period of longer than one week, or longer than the time necessary to accomplish the purpose for which such obstruction is necessary. The manager may place any conditions on the permit that the manager deems necessary to ensure the safety and convenience of the public. (Ord. 07-01-151)
