The borough, as successor to the rights of the former city of Haines under AS 38.05.820, adopts this chapter to govern the filing and processing of applications, publication of notices, determination of preference rights, and the adjudication of disputes between claimants concerning tidelands, the title to which may be conveyed to the borough by the state under AS 38.05.820(b).
