A conveyance by the state to the borough pursuant to AS 38.05.820(b) of tidelands and submerged lands lying seaward of the borough must be approved and accepted by resolution of the assembly and the lands therein declared incorporated into the limits of the borough if any portion of the tidelands lies outside those limits.
