The clerk shall process each application that the clerk is authorized to process in the manner provided in this section. The clerk shall ascertain if the deposit made by the applicant is sufficient to pay all known and estimated costs of survey, appraisal, and transfer, and the fair market value if a Class III preference application, and, if not, shall advise the applicant that the remainder due must be deposited with the clerk before further processing. If or when the deposit is sufficient to pay all such costs, the clerk shall cause to be posted for 30 days in three conspicuous public places in the borough, notice of the name(s) of the applicant(s), the lot numbers or other descriptions according to plat designations, legal description of the property claimed, and, if a Class III preference application, its appraised fair market value, and that the borough will issue to the applicant(s) its deed therefor within 30 days after expiration of posting; provided, that no adverse application or claim is filed before that date. An application which is not accompanied by or supplemented with complete, detailed, and accurate supportive materials shall be disapproved by the clerk and shall forthwith be treated as an adverse claim to borough ownership, under the procedures in HBC 14.14.170.
