A. The classification of a tract of leased land may be changed by the assembly:

1. On application of the lessee;

2. Upon recommendation of the planning commission; or

3. On the assembly’s own initiative.

B. Any change in the classification of a tract of leased land must first be reviewed by the planning commission, which shall make recommendation for or against such change in classification to the assembly.

C. No land classification shall be changed until the end of the lease term. No renewal lease may be issued until the proposed renewal has been reviewed and approved by the assembly.
