In a case involving a competitive bidding process, an aggrieved bidder may appeal the determination of the apparent high bidder to the assembly within five days (excluding Saturday and Sunday) following such determination. An appeal must be in writing and contain a short statement of the grounds for appeal. The assembly will consider the appeal at its next regular meeting or at an earlier special meeting called to consider the appeal and rule thereon. The assembly’s decision shall be final, but without prejudice to any other right or rights the aggrieved bidder may have.
