Upon authorization by the assembly by noncode ordinance, the manager may commence negotiations for the lease of borough land. The final terms of a negotiated lease are subject to approval by the assembly unless the minimum essential terms and the authority of the manager to execute the lease are set forth in the ordinance authorizing negotiations. The negotiated lease may not be executed until the effective date of the ordinance. (Ord. 13-02-315 § 4)
