B. The assembly may, by resolution in each specific case, authorize the manager to grant permits to applicants for use of borough lands for a period not to exceed two years, without appraisal of the value of the land or public auction of the permit, for any purpose compatible with the land use classification of such lands, and on such terms for such use as the assembly determines. The provisions of HBC 14.16.180 shall, insofar as practical, apply and be a part of every such permit.
