A. A veteran who is the high bidder and who qualifies under HBC 14.20.050 and subsections (B) and (C) of this section shall be eligible for a 25 percent reduction from the amount of the bid over and above actual surveying and development costs after being notified that the veteran is the high bidder at a borough land sale.

B. In addition to the qualifications specified in HBC 14.20.050, to qualify as a veteran under this section a person must submit proof with the bid that:

1. The bidder is a veteran with an honorable discharge; and

2. The bidder has served on active duty in the U.S. Armed Forces or the Alaska Territorial Guard for at least 90 days.

C. Additional restrictions applicable to the veteran’s preference under this section are as follows:

1. The preference may be used only once in an applicant’s lifetime; and

2. A purchaser who uses the preference to purchase borough land may not transfer ownership of the land for five years except to heirs upon the death of the purchaser, as security for a loan, or for other good cause as determined by the land manager.
