All vessels, watercraft, logs, piling, building material, scows, houseboats or any other article of value found adrift in the municipal waters of the borough shall be taken in charge by the harbormaster or the U.S. Coast Guard and shall be subject to reclamation by the owner thereof on payment by the owner to the borough of any expenses incurred by the borough, and in case of failure to reclaim, may be sold or disposed of as abandoned property.
