A. No official, officer or agent, and the bid documents shall so state, shall make any oral interpretations that may affect the substance of the bid documents, nor shall make any oral changes in the bid documents. Addenda shall be issued when questions arise which might affect the bids or the course of contracted work.

B. The borough clerk shall make certain that all bidders receive any addenda which should be delivered by certified mail (receipt requested), fax, e-mail or hand. When delivered by hand, a receipt for the addenda must be obtained.

C. When an addendum is issued less than four working days before the time for receipt of bids, the addendum shall provide for a new bid date, which shall be at least four working days after the normal receipt of the addendum by the prospective bidder. Receipt of addenda must be acknowledged as part of the bid submitted.
