A. Submitting. Sealed bids shall be submitted personally or by mail to the officer designated in the notice inviting bids and shall be identified as bids on the envelope and as specified in the proposal documents.

B. Opening. Bids shall be opened in public at the time and place stated in the public notices which shall be after the closing time for submission of bids. Bids not received by the borough prior to closing time advertised for submission shall not be opened and considered. Any bidder may review all bids as soon as reasonable after opening and prior to tabulation or summary.

C. Tabulation. A tabulation of all bids received and opened shall be made with appropriate recommendations for acceptance or rejection of bids. A copy of the tabulation shall be furnished to each bidder, along with notice of intent to award.
