The regularity or validity of an assessment may not in any manner be contested or questioned by a person who did not file a written objection to the assessment roll prior to its confirmation. If no objection is filed prior to that time, the assessment procedure is considered valid in all respects as to each person who had the right to object to the assessment role, but did not do so.
