A. Where this title imposes a greater restriction upon persons, premises, or personal property than is imposed by the provisions of any other ordinance, the provisions of this title shall control.

B. The purpose of this title is to regulate business and other activities within the Haines Borough in order to: maintain an attractive community environment; ensure the safe, efficient, and fair operation of commercial tours, business enterprises, and related activities; and to ensure the proper collection of sales tax.
