A licensed premises within the townsite service area, and every part thereof, shall be easily accessible for inspection by borough law enforcement officers during all regular hours for the transaction of business upon the premises, and during hours closed for business when it appears there are persons on the premises or when there is reason for such officers to believe there might be a violation of this chapter or another borough ordinance or code provision.
