This title is enacted for the purpose of regulating the keeping of dogs and other animals within, and except as provided herein shall not be applicable outside of, the animal control service area. The fees, charges, and penalties collected hereunder shall be budgeted to defray, in whole or in part, the expense of the administration of this title.
