No parent, guardian, or other competent adult having custody and control of a person under the age of 18 years shall allow such minor person to go or be upon any street or other place listed in HBC 9.08.010 at the times specified therein unless such minor is accompanied by the minor’s parent, guardian, or other competent adult or is upon an emergency errand or has legitimate business directed by the minor’s parent, guardian, or other competent adult having the care and custody of the minor.
