A person who violates a provision of this title that is not on the fine schedule for state offenses adopted by reference or on the borough’s fine schedule for local traffic offenses is subject to a mandatory court appearance and shall pay the fine imposed pursuant to this code plus the state surcharge required by AS 12.55.039 and 29.25.074.
