It shall be unlawful and a violation of this chapter for any customer or other person to connect or cause to be connected to the sanitary sewer system any inflow source. The term “inflow source” is defined as any source of water from such sources as, but not limited to, roof gutters, cellar, yard, and area drains, foundation drains, cooling water discharges (unless specifically approved by borough manager or designee), drains from springs and swampy areas, manhole covers, cross connections from storm sewers and combined sewers, catch basins, storm waters, surface runoff, and street wash waters or drainage, but does not include water entering the sanitary sewer system from the ground, through such means as, but not limited to, defective pipes, pipe joints, connections, or manhole walls. All new sewers and connections from wastewater sources to the sewer system shall be designed and constructed in accordance with such guidelines as the Administrator of the U.S. Environmental Protection Agency or the Alaska Department of Environmental Conservation, as applicable, shall publish from time to time.
