Only those persons who have filed a preference right application which has been accepted by the clerk shall be entitled either to protest the issuance of a deed to an applicant or to appear and be heard at any hearing or dispute before the assembly in opposition to any application. The filing date shall be endorsed on all copies of any objection or adverse claim, and the third copy returned to the objector or adverse claimant.
