A. All lands and interests in land owned by the borough may be leased as hereinafter provided for surface use only.

B. Before accepting applications to lease lands, the borough shall, by ordinance, have classified the lands in question for leasing and designate particular land uses for the lands so classified; and a land use plan of the area shall have been prepared and publicly posted in the office of the clerk for a period of not less than 10 calendar days. The land use plan shall be approved by the assembly prior to posting. No lease shall be granted except for the particular use for which the tract is designated.
