18.20.010 Rules of construction.
The provisions of this title shall be liberally construed favoring the purposes of this title, the purposes of the specific zones (HBC 18.70.030) and the use approval criteria (HBC 18.60.010 and 18.60.020). For the purpose of this title, unless the context clearly indicates a narrower or different meaning is intended, certain terms or words used herein shall be interpreted as follows:
A. Words used in the present tense include the future tense.
B. The singular number includes the plural and the plural the singular.
C. The word “person” includes a corporation, partnership, joint venture, the borough and any other public agency, as well as an individual or individuals.
D. The word “lot” also includes the words “plot,” “parcel,” or “tract.”
E. The words “shall” and “must” are mandatory and the word “may” is permissive.
F. The word “used” or “occupied” as applied to any land or building shall be construed to include the words “intended,” “arranged,” or “designed” to be used or occupied.
G. The words “including” or “includes” means including but not limited to.
