A. The manager shall designate a borough employee as borough purchasing agent. The purchasing agent shall have the authority and it shall be the purchasing agent’s duty to purchase or contract for supplies and contractual services needed by any using agency of the borough and to sell surplus personal property of such using agencies in accordance with the ordinances of the borough, this code and such rules and regulations as shall be prescribed by the manager and approved by the assembly.

B. The purchasing agent shall have the authority to join with other units of governments in cooperative purchasing ventures when the best interests of the borough would be served thereby.
