Contracts for public improvements shall be by competitive sealed bid and be awarded to the lowest qualified bidder. “Public improvement” as used in this chapter means the on-site field surveying, erection, rehabilitation, alteration, construction, placement, creation or expulsion, demolition or removal of buildings, roads or other improvements to real property under contract for the borough. All contracts for public improvements shall comply with AS 36.05.
