A. In all cases where assessments are to be paid in installments, the resolution confirming the assessment roll, and the separate assessments appearing thereon and levying the assessment, shall provide that the sum charged against any lot, tract, or parcel of land or any portion of the sum may be paid during the 30-day period allowed for the payment of assessment without penalty or interest, and that thereafter the sum remaining unpaid, together with accrued interest thereon, shall be paid in equal monthly, quarterly or annual installments as determined by the assembly on or before such due dates in each year and over the period of years as fixed in the resolution.

B. The borough shall annually bill the last known owner, at the owner’s last known address, for the installment payment and accrued interest due with that payment, for the current year, specifying the due date and amount due for each property of that owner within the LID. Failure of the borough to bill the current owner, or failure of the bill to reach the owner at the owner’s current address, shall not relieve the current owner of the obligation to pay the assessment and accrued interest, nor invalidate the lien upon the land formed by the remaining unpaid balance of the original assessment plus accrued interest.
