A. The Haines Borough permits activities in identified locations and commercial tour vehicle parking. Primary activities are identified as tours. An applicant for a permit must identify the activity and the location(s) where the tour will occur. An applicant for a commercial tour permit required by this title shall pay the following nonrefundable application fee at the time of application:

1. Flat tour permit fee of $250.00 per activity for a term of two years and $250.00 public hearing fee for new or expanded tours.

2. Commercial Tour Vehicle Parking Permit. Tour permittees shall pay $10.00 per vehicle for less than 15-passenger vehicles and $25.00 per vehicle for larger than 15-passenger vehicles for a commercial tour vehicle parking permit to park at the Portage Cove dock parking lot. Companies must park two vehicles designed to carry fewer than 15 passengers in one bus parking place at the Portage Cove dock.

B. Permit Renewal Fee. The renewal fee for a permit required by this title is the same as the application fee for that permit under subsection (A) of this section.

C. Helicopter Fee. For 2022, 2023 and 2024 only, each commercial helicopter ski tour permit holder shall pay an annual nonrefundable fee of $3,000 for the first regular usage helicopter prior to January 15th. To qualify for a second helicopter or additional helicopter usage during the season, a permit holder must pay a refundable fee of $5,000. Any permit holder requesting a second helicopter must submit a written proposal to the borough manager demonstrating need on or prior to January 15th, or upon the manager’s allocation of a second helicopter or additional usage or with the subcontracting, sharing or transferring of a second helicopter.
