The library department, through the library director, shall administer and perform all borough activities as they relate to library services, including the planning, operation and management of the library facility; enforcement of adopted policies, rules and regulations relating to equipment, collections, and persons within the jurisdiction of the department; and make recommendations to the manager with regard to the annual library operating budget.
